A Word From Upland Borough Council President Edward Mitchell

Welcome to the official website of Upland Borough. We are a close-knit community lying just minutes from Philadelphia, New Jersey, and Delaware.

Our 2,900 residents live in a quiet, safe one square mile community. Upland has a historical past, a vibrant present, and a promising future. Borough Council and I take great pride in Upland and in our progress to make it a better town for everyone.

It is Council's hope that you will use this website as your first stop for news and information about Upland Borough. If you don't find the information you are looking for here, you are welcome to call or stop by our Municipal Office.

"The Upland Borough Historical Commission "

Councilman Ray Peden has been asked by council to serve as “acting” chairman of the Historical Commission until the five (5) permanent members have been appointed, by council resolution, and the chairperson, vice-chairperson and secretary have been duly elected.

Ray is requesting all citizens of Upland who have an interest in borough history, and would like to be considered for membership on the Historical Commission, or would like more information about what is required of the members, get in touch with him at his home at 610-876-0516, on his cell phone at 610-304-6078, or Email him at hrpeden@uplandboro.org.  "Upland Recognized by PA State Association of Boroughs"

The PSAB recognized Upland Borough as their "2010 MVP" at the Annual Banquet held in Pittsburgh on April 27th

President Edward Mitchell and Mayor Michael Ciach accepted the traveling trophy (photo above) and a permanent wall plaque on behalf of the borough. 

The traveling trophy will be on display at Borough Hall throughout 2010.  


"Appointment to Fill Vacancy on Council"

Harold R. Peden was unanimously appointed by Borough Council on May 11th to fill the vacant seat left by Councilman Dennis Walls.


"Councilman Leland Hunter Recognized"

Councilman Hunter was recognized by the Upland Fire Company #1 for 50 years of membership at the May11th Council Meeting.

Sonny Johnson was also recognized by Borough Council by proclamation given by Mayor Ciach for 50 years of dedicated service to the residents of Upland and fire company.

Due to the unfortunate additional space required, Borough Council adopted the purchase of another war memorial at Bristol Lord Field. The new stone is a mirror image of the original and was custom crafted by Cullis Memorials located in Brookhaven, PA.


 
 
   

Digital Video Recorders "Bristol Lord Field" - Remote Viewing

Digital Video Recorders have been installed in “Bristol Lord Field”.  You may view various “live” events being held at the park.  Please click the camera photo below which will take you directly to the website and read the below-noted instructions on installation of the required program.

In order to view the website, you must install the prompted program to your computer.  This message will appear: “the website wants you to install the following add-on: DVR Support from DVR Support Center.”  This must be installed in order to have access.   Click Yes to install this add-on. This is the program needed to view the live feed.

After installing the above-noted program, you are ready to view the live feed. Put in the User: upland and Password: 1234 then Click Connect. You will then be on the live feed which gives you the option of viewing 5 camera views.


Borough Street Lights
We are in the process of replacing all street lighting in the Borough. It is appreciated, when a resident notices a street light out, if they would call the Municipal Office at (610) 874-7317 and notify the Secretary.  Each pole is numbered and must be reported with the pole number included.  We thank you for your assistance!


Building/Plumbing/Electrical Permits
Please note that a permit(s) may be needed if you are having work done on your property.  It is the borough resident’s responsibility to obtain the proper borough permit(s). Also, all contractors doing work must be licensed in the Borough. If you are not sure that a permit is required, please contact the Municipal Office at (610) 874-7317 and they will guide you through the process. 


Identifying Borough Employees & Inspectors 
If any individual identifies themselves as a borough employee and/or inspector, please request photo identification!  All borough employees and inspectors have been given an Upland Borough Identification Card.  Should you have any questions, please contact the Municipal Office at (610) 874-7317. 


Upland Emergency Calling System
Effective September 2008, Upland Borough Council has approved the purchase of a Community Communications Calling System.  By having this service, your borough can and will be able to keep all Upland residents better informed in regards to emergencies and community activities. As an example: All residents will be advised about flood issues. A thirty second phone message will advise everyone on serious weather conditions, flooding, etc. Also, the  same thirty second message could be used to warn all residents about road closing, town events, etc.

As always, your Borough council strives to keep everyone informed, and by doing so, increase our quality of life.    


"Novel Influenza A (H1N1)"

Symptoms of 2009 Novel Influenza A (H1N1) are similar to those of regular or seasonal flu and include fever, lethargy, lack of appetite and coughing. Some other symptoms reported are runny nose, sore throat, nausea, vomiting and diarrhea.

 "Local Marine Participates in Haiti Relief Mission"

Upland resident Cpl. David J. Cassidy and his fellow Marines have been in Haiti providing support in the ongoing relief mission following the earthquake that hit that region in early January.

David is stationed at Marine Corps Base Camp Lejeune in Jacksonville, NC where he also resides with his wife and daughter.

Applications Being Accepted

Upland Police Department is now accepting applications for part-time police officers. Must be a U.S. Citizen, 21 years old or older, with a valid PA driver's license.

Interested individuals may pick up an application at police headquarters Monday through Friday, 8:00 a.m. - 12:00 p.m. and 1:00 p.m. - 4:00 p.m.


"Vacancy on Planning Commission" 

All interested Upland Borough residents that would like to serve on the Planning Commission should submit their resume to the Borough Offices located at 224 Castle Avenue, Upland, PA 19015.


"Volunteers for Community Events"

The "Community Affairs Committee" welcomes all residents that would like to volunteer for any of the upcoming resident events that are scheduled.  If interested, please contact the Borough Office at (610) 874-7317.

An Open House and Dedication of the "Kenneth N. Miller Law Center" was held on Friday, February 5th. The event was attended by many dignitaries (including Senator Dominic Pileggi). Honorable Linda A. Cartisano, Court of Common Pleas Judge presented the dedication to Judge Miller. 


"Bristol Lord Field Pavilion Upgrade"

Construction has started on the improvements to the pavilion. This project is being funded by a C.B.D.G. that was requested last year. The construction is expected to take 60 days and should be completed before Memorial Day.
